What this work package does

WP2 develops a common engagement model that provides a structured and repeatable approach to stakeholder involvement across all project stages. The model supports cities in moving beyond fragmented or ad hoc participation by offering clear guidance on how to involve stakeholders throughout the lifecycle of a data space. It is designed to be flexible, allowing local needs and contexts to shape how engagement is applied in practice.

The engagement model is implemented and tested through CitizenCity’s three pilot use cases, demonstrating how co-creation works in different urban settings. In Eindhoven, the model supports the development of a Positive Energy District by integrating housing and energy data for sustainable urban planning. In Oulu, it is applied in the creation of a shared city data space for waste, water, energy, and mobility data, supported by an AI-based citizen interface. In Vitoria-Gasteiz (Álava), the model guides collaboration around the use of real-time road and weather data to improve winter road safety and coordination.

Work Package 2 is led by the Eindhoven University of Technology (TU/e), with Fontys University of Applied Sciences as a key partner. Together with the Municipality of Eindhoven, Geonovum, and local stakeholders in the pilot regions, they design, test, and refine the engagement model to ensure it is robust and transferable.

Why it matters

Data spaces only function effectively when people trust them and feel meaningfully involved. By embedding co-creation and participation into the core of the project, WP2 helps ensure that CitizenCity solutions are socially relevant, inclusive, and grounded in real-world needs. The engagement framework bridges the gap between technological innovation and everyday urban challenges, supporting data spaces that are not only technically sound but also widely accepted and used. In collaboration with the other work packages, WP2 supports a coherent and transferable European approach to trusted data spaces.
