Oulu – Cross-sectoral participation data space

In Oulu, CitizenCity demonstrates how a cross-sectoral participation data space can strengthen communication between the city and its citizens. By combining data, a digital twin, and an AI-powered chatbot, this pilot helps people make better-informed and more sustainable choices in everyday life.

Overview

The Oulu use case focuses on creating a cross-sectoral participation data space that enables better communication and interaction between the city and its citizens. The pilot is implemented in the Hartaanselkä area and combines a local data space with a digital twin and an AI-based, voice-interactive chatbot to support sustainable behaviour and improve urban liveability.

Objectives

The objective is to increase the liveability of urban areas and encourage more sustainable behaviour by making city data accessible and actionable for citizens. The pilot aims to improve how citizens interact with public services and how the city communicates complex information related to daily life.

Approach

The Oulu data space integrates data from multiple public service domains, including weather, traffic, waste, water, and mobility. This data feeds a digital twin that can be accessed via different devices and supports an AI chatbot interface. The implementation follows the DS4SSCC framework, ensuring interoperability, privacy, and alignment with European standards. The use case is developed in close collaboration with citizens, public service providers, and technology partners, ensuring that the data space reflects real user needs and local priorities.

Expected Impact

The use case leads to new forms of citizen participation and more responsive public services. By lowering barriers to information and interaction, the pilot supports behavioural change, improves liveability, and strengthens trust between citizens and local authorities. The approach also provides a model that can be replicated by other cities in Finland and beyond.
