About CitizenCity

CitizenCity helps cities collaborate around data in a way that is transparent, secure, and responsible. Through practical pilots across Europe, the project shows how trusted data spaces can strengthen collaboration, improve decision-making, and accelerate both the green and digital transition.

The project brings together public authorities, organisations, knowledge institutes, and citizens to develop and test data space environments that serve the public good. The project focuses on translating complex concepts such as data spaces, governance, and privacy into practical and accessible approaches that cities can apply to real urban challenges.

Building Trusted Data Spaces for Smart and Sustainable Cities

CitizenCity is a European pilot project contributing to the European Data Space for Smart and Sustainable Cities and Communities (DS4SSCC-DEP). The project prepares and tests a shared blueprint that demonstrates how cities can share and use data responsibly, in line with European values and the objectives of the European Green Deal.

By linking European policy ambitions with real-world implementation at local level, CitizenCity helps cities move from strategy to practice while remaining aligned with a common European framework.

Why CitizenCity Matters

Cities across Europe face similar challenges: fragmented data landscapes, complex digital systems, and uncertainty about how data can be shared and reused in a transparent and trustworthy way. CitizenCity addresses these challenges by showing how trusted data sharing can deliver tangible societal value.

Through its pilots, the project demonstrates how data spaces can contribute to:

What Makes CitizenCity Different

CitizenCity is distinguished by the strong involvement of universities and knowledge institutes, combined with a clear focus on co-creation and sustainable scalability. Public authorities, private organisations, and citizens are actively involved throughout the project, ensuring that solutions are grounded in real needs and practical constraints.

Together with its partners, CitizenCity develops methodologies, governance models, and tools that guide cities through collaborative innovation. These outputs are designed to be reusable and scalable, enabling other European cities to apply the lessons learned within their own local context.

Our Impact

Serving as a preparatory action, the project supports the development of the European Data Space for Smart and Sustainable Cities and Communities. By connecting local use cases and stakeholders, the project supports stronger data governance, improved interoperability, and clearer pathways towards sustainable urban development.

Beyond technology, CitizenCity contributes to everyday urban challenges by enabling safer mobility, more efficient energy systems, and better-informed decision-making, while strengthening trust between public authorities, private partners, and citizens.
